Medicare Advantage and Part D Rx Coverage - The impact of Legislation and Utilization

Several market forces have destabilized the Medicare Advantage and Part
D landscape, including rising utilization, inflationary pressures, and
unintended consequences of recent federal policies such as the Inflation
Reduction Act. In response, insurers have restricted enrollment channels,
reduced service areas and plan options, and adjusted agent
compensation to slow enrollment in products that are no longer
financially viable during the Annual Enrollment Period.

Legislation has limited access to Medicare Advantage PPO plans with some carriers.  CMS has increased the Medicare reimbursement rates for HMO plans and reduced the reimbursement rates for PPO plans.  This has forced insurance companies to move further to the HMO platform limiting even more the medical providers available to Medicare beneficiaries.  The options a Medicare broker can offer to their clients is limited compared to previous years.
